Economist and lawyer, with masters’ degrees in applied economics, economic regulations and business administration. He is an expert in economic regulation, with more than 14 years experience in programs of structural reformation in infrastructure sectors and pensions systems. He has worked as coordinator of important privatization projects in Bolivia and as an international consultant for the integral reform of the electronic market in the Dominican Republic; he has also worked in the privatization of the governmental electrical company in Haiti Electricité de Haiti and for the Development of the normative framework for the hydrocarbons sector in El Salvador. He had directly participation in research and development of normative instruments in advisory and consultancy services companies.
